The first thing to do is to determine whether or not the number is a landline or residential number that's listed in public directories. So head on over to WhitePages.com & SwitchBoard.com (for Canadian numbers use WhitePages.ca).

Additionally, check the business phone number listings at YellowPages.com, SuperPages.com - and for unscrupulous telemarketing companies, scammers and harrassing commercial calls, check WhoCalled.us

Second, if it's not listed as a regular landline, then either it's unlisted or a cell phone number. In that case, there's still a few options. One is to run a search on free sites such as Google, Yahoo, MSN, Craigslist, MySpace, USFreeAds, and so on. If that search yields no results, then you'll have to pay a small fee to access a premium cell phone number database - which is compiled by a few providers around them web from public records, geographical data & actual information released by phone/communication corporations.
